Patch 2.4 on the EU and US servers [Updated]
Many thanks to reader fLUx for sending me over to the European WoW site, which as usual, has better info than its U.S. counterpart. The service announcement reads "Weekly Maintenance - 26/03. This Wednesday there will be an extended maintenance to apply patch 2.4.0. Please note that all European realms will be offline from 03:00 until 11:00, Paris time (CET)." March 26th over in Europe is March 25th here in the States.
All we're waiting for is the U.S. version of this announcement, which will soon come. After that the final patch notes will drop, which we'll have mirrored here for you as fast as we can get them up. As the posts below this one indicate, down time started about 30 minutes ago and is expect to last until at least 11 a.m. PDT.

Updated 7:06 a.m. EDT: Belfaire has responded again on one of those "is 2.4 today?" threads: "Enjoy the new patch, folks!" This serves as confirmation for the U.S. realms. And you have a tag this time Belfaire. ;-)

Cant wait, looking forward to the new dailies and the extension of how many can be done to 25 per day, also the real time honor gains (will this encourage more afk'ers?) and the new 5-man among other things.
But what I'm really gutted about is the changes to the terrain.... No more mis-adventures into Hyjal via Winterspring with wall walking "fixed" (although you get ported out as soon as you hit the ground in there followed by the message - No mans Land)... Ill miss those fun, time killing adventures.
But then again, It will be seen as a good thing In terms of those BG exploiters that used this trick to an unfair advantage.

maybe i'm stupid (probably :P ) but wasn't the offensive removed from the beta so that all realms have equal chance to get the instance cleared, instead of high population realms being first and low pop realms last?
Caus i thought that that meant that things like retaking the armory weren't needed anymore, resulting in that all badge awards are available straight away.
Kinda important for people like me who stacked up on reagents and gems to sell when the badge extravaganza hits :P

Ritual of Summoning can be used to summon players into instances if they meet the instance requirements. lock rulz?:o

The badge vendor still needs to be unlocked through the daily quests- they just removed the essence of the immortals part to unlock parts of the Sunwell plateau 25 man raid to avoid situations where low pop realms would be unable to unlock the gates in a reasonable time.
I'd estimate 7 - 9 days if people go mad on the dailies until the vendor is unlocked on most realms.
