The move by Arthas to 'cleanse' Stratholme was not motivated by anything external, but a vehicle to show how his character is susceptible to corruption. Not a sinister and self-serving type of corruption, but a type that comes from the deep desire to do a greater good. He would do anything to protect society from evil, despite the horrible costs.This is consistent with his reasons for taking the Frostmourne blade which finally destroyed him, since this was again a tool he thought he could use to fight back the forces that threatened his people.His character is reminiscent of the 15th century's Spanish Inquisition. It sought to keep the people free from heretical influences, but began to employ very ugly methods to achieve its once probably very noble intents.
