At the moment, the best ways to find a new guild that meets your requirements are:
1) Read the official Forums for your server - Guilds will often post recruitment information there, and can go in to a lot more detail then they could by spamming general or trade channels
2) Join a lot of Pick Up Groups and pay attention to the guilds the other members are in. Often you will find clusters of 3 or 4 players in the same guild that just need to PUG the last few to fill out a 5 man run. Watch how they play, and how they interact with each other. If they seem cool, then once the run is over feel free to ask them about their guild, what they think of the leadership/rules/other members, and if all sounds kosher, if they are willing to invite you.
3) I cant tell you about the third yet, but lets just say I am working on a project in my free time that will help someone in your situation immensely. More to come on that, keep your eye on WoWI in the next few months. ^_^
