I do not have a toon on that server, but if it is alright to create a lowbie... one who won't be played much (at all), but will mostly just show up from time to time to listen in and participate in events that don't take much in the way of levels... would that be alright?

That would be perfect :) Most of the events will be tailored to lowbies so that everyone can participate.
