I may be wrong since it's been forever since I've even touched my Horde 70s, but isn't the "Horn of the Frostwolf Howler" only 50 AV marks instead of 30 of each?

Actually the Horn Of The Frostwolf Howler costs 50 AV Marks, not 30 of each like the other War PvP Mounts.

Can a tauren ride the Red Skeletal Warhorse PVP mount like they can the Baron mount? Or are PVP reward mounts still locked out to Tauren?

No, they can't ride Skeletal Warhorse or Swift Warstrider
