Yes, the javascript comes down from the wowhead site. But the text in the HTML to call the javascript has to be stored in the file on your own site and has to be sent from the file on your own site so browsers know where to get the javascript from.

The comment was clearly a joke, since most people don't really need to worry about 22 extra bytes of storage space or bandwidth per page load. :)
