Well it also restricts the trinket for PvP, allowing them to make the on use effects more powerful for PvE purpose.

I wouldn't say it restricts it for PvP, maybe limiting it's usefulness for some people. If you are flag defending, you are not going to move around much anyways (if you are a smart player) as you don't want to get lured away. It may even act as an extra "deterrent" to a incomming attacker. Do they 1) attack you while you stand in the Power Circle, or 2) move away and wait for the Power Circle to fade away, tho giving your team that extra 15 seconds to respond.Tho, not knowing how big the circle is, puts a big hold on the debate. Depending on how big or small it is may make a difference.

According to http://www.wowhead.com/?spell=45043 the radius would be 5y if I'm not interpreting it wrong.If I'm playing my mage in PvP I rarely stand on the same spot for more than 2.5 sec, but I see that other classes might get more out of the on use effect.Also I'm not saying that the trinket is bad for PvP, since it has 54 spellhaste rating on it, just that you won't always get the full benefit out of the on use effect.
