I really like this change, mostly because i've been with a big guild in my time but no longer see the appeal as i prefer the small guild atmosphere, everyone knows each other really well for example.
However i can totally see your point that for people who raid solely so they can obtain gear so they can progress to the next encounter it may have affects on those guilds. But i'm going to go out on a limb here and say we do not have enough details to fully understand how its going to work. Loot may be significantly inferior from the 10 man raids than the 25 man raid. I'm sure blizzard is going to consider this and think "how can we make people want to do the 25 man raid instead of just doing the 10 man" and so on. Since no raid bosses have even been made yet, its too early to say how it'll work.
