The casuals finally get a chance to see a major lore boss die at their hands while the elitist hardcore crowd get to experience the real endgame encounters and the best gear in the game. Its a win-win situation.

That won't be the "Conclusion to the PvE game", MMORPG's don't end, there will be more bosses, more dungeons, more expansions. There always are, unless they are about to shut down the servers (which won't happen for a long time for a game with 10+ million subscribers).
It will however be the end-game (for however long that lasts) and I'm also happy that I'll have a chance on going through all the endgame content, sure the 25-mans will probably have better drops, and will require more people to complete which might make it more epic for those that do it. But I'm sure you will see guild alliances/etc once enough 10-man raiders have gotten to the endgame and collected loot that will aim to kill the Lich King in the 25-man setting also.
