I know the druids will cry about this, but the planned removal of the cast time was actually a very sensible change. Blizzard were taking the least represented class in arenas and giving them an ability that would help them against the most represented class.
However, they've still buffed it, and unless they feral charge you, you should be able to get off a scare beast from 30 yards (pushing it, I know, but still possible). Personally I would have preferred to it buffed further, but Blizzard are just working on it slowly.

The problem is that the most over represented class in 2v2 isn't Feral Druids, it's resto druids. The only time they spend as a beast is as a stealthed cat or in travel. Stealthed at the begining and travel after tossing HOTs on their partner.
Saying that buffing scare beast to instant cast AND a 30 yard range would be reasonable, then is it unreasonable for me to reqest that when the nerfed Cyclone to 20 yard range that they make it an instant cast to balance it out? Considering it only has a max effective time of 4 seconds with diminishing returns, as a CC measure it is little less than a spell interupt.
And yes, it is a very narrow application in PVP. So narrow in fact that you could say that it is specifically designed as a weapon against feral druids. It would be just great if we were all given an Easy Win button for each class. "Here is your Easy Warlock button, and your Easy Shaman button, etc... Just click the button appropriate for the class you happen to be fighting and you get an automatic win."
The fact that people are bitching about a spell that was buffed in one way, but not in two ways is just silly.
Of course, complaining works with Blizzard it seems. Maybe I'll start a Bitch-n-Moan campaign to get Hibernate to be an instant cast AND to work on those steroid raged Beast Master Bastard beasts. Cuz that way I would win every time I went up against a hunter. Ahh Easy Button, how we love thee.

Honestly Blizz made the right decision (dropped the ball on execution - the tooltip is not hard to get right). The change would have impacted feral, already needing pvp love, more than any other class/spec. I do think it would have helped a good bit w/ resto druids. I personally give good enough chase that they often resort to travel/cat form. But, yeah, it would have ruined things for feral.
Regarding the idea that hunters need some sort of buff so they show up more in 2v and 3v... comment #36 by wild made a really good point, in those brackets hunters are weak against melee. ( I disagree w/ the LOS issue now that we have no dead zone. ) I suppose one could suggest hunters spec more deeply into survival but otherwise I'm not sure what you could do for them w/o moving away from the 'theme' of the class.
The real question is what can they do to slow the dominance of the resto in 2v and 3v brackets, w/o OPing or nerfing some other class/spec?
