Er... it's not in the pet bar - unless you use a bar mod, I suppose. But if you use Blizzard's standard bars, the ghost abilities will replace your normal bar, so lance is 3, shackle is 4 and volley is 5 (it used to be the pet bar, but that was changed in a patch a good while ago).

And the safest strategy is to keep on spamming 4 five seconds or so before you get ghosted, so you shackle immediately. Then lance each ghost, lance them again (in the same order - this is very important), then volley, shackle, repeat.
