They may very well improve repair costs, but for all Tanks improving their DPS ... well, it might increase marginally, but Blizzard has made it fairly clearly that they had a very specific "style" of Tanking in mind for each Tank class. Paladins are "AE Tanks,' Warriors are ... uh, I wanna say "Singular Tanks," but I don't remember right away what the exact term was that was used ... and Death Knights, upon the release of "Wrath," will be "DPS Tanks."
