As someone has already said - the thing which will make tanks more available and keener to group is "offer them more soloing/PvP ability".Tanks aren't reluctant because some players are idiots (otherwise everyone else would be similarly reluctant - we all die after all!) - they're simply rare - presumably because Druids are in the Arena, Paladins are 'Ret' or 'Wrongly' specced and Warriors are all 'Fury Rogues' :)I find a lot of people reluctant to tank because they'll be expected to know the pull order/which mobs to CC etc. too - if you make it clear you can help with this - if you're friendly in-general - you'll get a tank more quickly.The simplest way to solve the speccing issue would be to offer the ability to hold 2 different talent specs - each of which costs money to change but you can flip between em at will - or even simpler, cap the respec at 15g (instead of making it the least) and people will do this on-demand.
