The fix for this is actually very very simple - have separate reps for outdoor quests and dungeons. Blizzard will not implement this fix, because they're hoping to entice solo players to group in order to finish their reputation grinds. As a result, I have a level 42 warrior who owns the requisite 360 plant parts.

P.S. There are non-elite orcs outdoors in Hellfire Peninsula that award 5 rep a piece during the neutral->friendly grind with HH/Thrallamar. You can also get rep from the naga outdoors in Zangarmarsh below friendly, but it's much more time efficient to just buy the plant parts you need, with the added chance for bonus rep after honored from the unidentified species. (You may or may not wish to accept the quest for naga heads, collect the heads, but not turn it in.)
