This isn't necessarily true. He can still appear in instances and dungeons, trotting around Northrend. Akama has his quests in Shadowmoon Valley and him being there is technically 'static' but from a storytelling point of view, he's certainly on the move. He's with you through all of BT. He definitely isn't standing still as far as the story goes.

I don't think Brann is the sort of character they would utilize for something like that, but BC shows lore characters don't need to be static.
