Not exactly. At first, yes they were. However, blood elves have since evolved into a distinctly seperate race, noted by more pale or ruddy complexions and hair colors, and green glowing eyes, which they are born with.
The blood elves are descended from the high elves, who are descended from the highborne, the upper class of the original night elf society which practiced arcane magic. The night elves, in turn, are said to be descended from trolls who settled near the Well of Eternity.
The naga, too, are descended (or mutated) from the highborne. The dryads, nymphs, and such are descended from the union of night elves with demigods, and harpies are supposedly so as well.
The satyrs are night elves who were corrupted by demons, and likewise the blood elves have also further evolved into felbloods, who grow feathered wings, fangs, etc., or have "devolved" into the Wretched. Illidan has similarly developed his own unique demonic evolution.
