With the best will in the world, a massively undergeared healer or DPS is going to be a liability in a hard Heroic, almost regardless of skill. Skill can make up for a lot, but most people are in the middle of the bell-curve, and I've found that, in general, it's easier to have an enjoyable PUG experience with people who are appropriately geared for the content (at least all blues with maybe one or two greens for Heroic).
