My holy priest has two sets of gear: one she uses for PVP (lots of extra stamina, very little decent healing stats) and one for PVE healing in raids and instances (very, very good healing stats). If you checked the armoury to see what his healing gear was like, it's probable you'd see his PVP gear and not realise how good his PVE gear was.
The armoury is a nice tool, but using it as a basis for judging whether someone can effectively play their character is never a good idea.
