Actually, Tempest Keep is a Naaru Vessel, not Draenei. The Naaru used it to reach Outland in answer to Khadgar's mental prayers, but it was taken by the Kael'thas shortly after the Naaru disembarked. The only one in Tempest Keep when it was attacked was M'uru, and as we know now he stayed so he could help redeem the Blood Elves.The Exodar was taken later when Velen led a (rather huge) group of Draenei to Tempest Keep and stole it to try and reach Azeroth, but it was damaged in the battle and crashed with some Blood Elves still on board. The story on this is developped on the quests in the Draenei starting areas.As for the different satellites of Tempest Keep, the only one we know for sure what was it's function is the Arcatraz, since A'dal says it was a prison to hold evil creatures captured by the Naaru in their travels. As for the others we can only guess if they were as we've seen or if the Blood Elves modified them to accomplish whatever function they had in mind (like harnessing Energon cubes, sorry, mana cubes).
