Reading between the lines: are more PvE to PvP transfers possible?

Getting your character to 70 on a PvP server is harder.
Going about your dailies or farming on a PvP server is harder.

PvE => PvE transfer would be a kick in the teeth to those of us who have put into the extra effort. Not to mention the people who have already re-rolled on a PvP server DESPITE having level 70 characters on PvE servers.
