To get talents in the tip window make sure you have TipTacTalents installed, as it is a separate addon.

A note for those of you using Examiner with TipTacTalents. If you are looking at someone's talents in Examiner and you mouse over someone else (long enough to load their talents) it will change the talent window in Examiner to the person you moused-over. It is annoying, but with some careful mouse movement avoidable, mostly.
