Well think about it. How much money did you have at level 30? Less then when you hit 40. The prices scale down accordingly. I think the reason blizzard implemented this was actually to speed up leveling. Now the XP boost a while ago was a big help, but the simple reality is that you burn up a HUGE amount of time running around.
I am still convinced that the Arathi Highlands are actually designed to break your spirit if you had any thoughts of not buying a mount previously - well for the horde anyway.
I wouldn't be surprised if the epic riders are reduced to level 55 or 50 either if you think death knights already starting with a charger.

Having just levelled an alt through the 30s last week, and having endured the pain of Arathi/Alterac Mountains/Hillsbrad on foot, let me be the first to say a resounding DAMMIT!
I'll be grateful the next time the alt itch comes around :)
