All of that just for a hat

Let me explain a little further. This old man has a very big hat that he's had for many, many years. He used to duel people for it, but is too old to duel nowadays. You want his hat so bad that you are inspired to travel back in time to beat up his younger self for it. All that to take an old man's hat. Man, you're kind of a jerk.
Yeah, I'm a jerk, too. I ran to Old Hillsbrad immediately. The fight isn't too hard, there are a lot of classes that can solo it on Normal difficulty, especially when overgeared for the instance. To be safe, you may want to take some friends. He wanders up and down the road on horseback, with his friend Guerrero. Guerrero can be crowd controlled, but Carlos cannot. Don Carlos himself roots you, casts Scatter Shot, Aimed Shot, and melees for a decent amount. His crowd control is annoying, but again, he's not too tough. Once you beat him, go acquire your hat, and begin wondereing where the Azerothian equivalent of Spain can be found.

Obviously the WoW equivelent of Spain is the Azshara zone. Reasoning:
Spanish conquistadors founded Emerica, they were the ones who discovered it first. If we can relate Emerica to the Eastern Kingdoms being the new continent, the presumably first ones to discover it were Azshara's highborne who came to escape persecution and they, I could only guess, came from Zin-Azshari or the region around it which is now Azshara.
People from Spain find Emerica (new continent) , People from Azshara find Eastern Kingdoms (new continent.)

I think you needed to pay more attention in History class. The spanish weren't even close to being the first one to "discover" the Americas. The Vikings were the first Europeans proven to set foot on the American Continents (there are ruins in Newfoundland). Nevermind how you could "discover" something with people already on it.
Also, the Azshara's High Elves weren't the ones escaping. Azshara is the original name of the Kaldorei (Night Elf) queen who first used the magic of the Well of Eternity to attempt to summon Sargeras into Azeroth. Her servants called themselves "High Elves" because they saw themselves as more the upper class, not because they were persecuted. Their efforts were stopped by Tyrande Whisperwind, Malfurion Stormfury, and Illidan Stormfury during the War of the Ancients. After the final battle, Azshara and her minions were so twisted by the magic fallout from the destruction of the Well of Eternity (now the Malstrom) that they turned into Nagas. A second Well of Eternity, called the Sunwell, was created from a vial of water from the Well of Eternity secretly captured by Illidan before the original was destroyed. This was to be the founding of the kingdom of Quelthalas in the Eastern Kingdom, presumably populated by the descendants of the survivors of Azshara's servants who escaped in time. Their descendants are the modern day Blood Elves (Horde) and High Elves (Alliance NPC).

Anyone else see the loop here? His older self doesn't have his hat, so he sends you back in time to take a hat from his younger self, who in turn grows old without his hat, sends you back in-time to get it, and so on and so forth. It's probably a different adventurer each time so he doesn't really notice, but you'd think he'd remember the guy that beat him up for his hat.

This has to be a reference to something. Blizzard wouldn't do anything that doesn't relate to the main plot if there wasn't a joke involved.
Jalisco would translate as "Sandy Plain," according to wikipedia, so that explains the Haliscan outfit in Gadgetzan. That can't be it, though.

The outfit is named after a state in Mexico called Jalisco, the birthplace of Mariachi. It is modeled after the classic "charro" outfit worn by the musicians.

Haliscan is a pun for Jalisco.
Jalisco is a state from Mexico. Where the charros and the mariachis are more prominent. It would be awesome to dress as a mariachi musician!

Spain and Mexico are not the same country, they even are not in the same continent...
But well... talk about geographic things with US people is weird... because you dont know anything about geography outside your 50 states
