That's generally because below 20% when it's all about Execute, you want to hit that button every single time the GCD is up.

Fast/Fast is the only way to reliably pull that off.

Now, don't go Fast/Fast if the weap is horribly worse than your Slow/Slow weaps, stat-wise. No need to castrate yourself all for the sake of quick Executes. It's just a truth that you can use to your benefit provided you have the gear to do it.
