Daggers are really, really bad.
Instant attacks that are based on weapon damage (Whirlwind, Mortal Strike, Devastate) are normalized. This means that they benefit from your AP as though all weapons of the type had the same speed.
The normalization speed is:
1.7 for daggers
2.4 for other one-handed weapons
3.3 for two-handed weapons
2.8 for ranged weapons
The only benefit of a slower weapon, within that same category, is that your average damage per hit from weapon damage will be higher. The amount of damage your attack power contributes will stay the same.
BUT. If you use a dagger over a sword/mace/fist/axe, your AP will contribute significantly less to your whirlwinds, in addition to the generally low damage-per-hit from weapon damage.
So don't use daggers!(*)
* - When a boss gets to 20% or less, a warrior will generally switch to two fast, high-DPS for steadier (not greater!) rage generation to spam execute. Daggers are fine here, because execute isn't based on weapon damage (or even AP!) and that's all you're doing besides refreshing buffs/debuffs.
