The idea with outfits is that you could have an "Outfit" layer to your gear that would be your appearance no matter what gear you really had on. So say, for example, you really like the look of Defias Leather. You could put a full set of Defias Leather on your "Outfit" layer and get that look, even if you were actually wearing full Tier 6.
