I love how some people give you the "NO EXCUSES" just because you can grind xxx gold/hour or do the dailies etc... Some of us want to have a life outside of WoW :). It's like going to the gym and expecting for everyone to have a "perfect body" or to not even bother to come. LOL Gym would be lonely place then.
From my personal experience, I love basic gems, the cheap variety. There are plenty of them, and you can always re-gem them and not feel bad about. I only put in a couple blue gems into my Frozen Weave set after a while and they were all + spell hit gems.
I'd say if you want to do heroics and Kara, just gem up with +hit basic gems until you hit caped, then gem up other stuff. Don't put in the expensive gems unless you're jewlcrafter or you got tons of gold. Don't do enchants or expencive gem unless you get something that is worth keeping. My rule of thumb is stuff from Kara and MgT you going to keep, so they are more likely to be gemmed.
For example, I got T4 pieces for my head and legs, but I'm not investing too heavily in them because I'm farming to get mats for spellstrike set. Since that will last me into T5 content ( if I ever get to it), I can gem and enchant that. For the stuff I got now for my head and legs, I use basic gems and no enchants.

I did a "no excuses". I'm not saying that everyone should be able to fully re-gem with blue-quality every day, or even immediately re-gem when they get a new piece. For a very casual player, you can get a new, nice blue-quality gem every other day of playing:
1. While waiting for your friends to log on for a group or for a PuG group to form, go do the easy, quick dailies. The Multiphase Survey is a prime way to pull in 9g, and all you have to do is run out to Nagrand, press a button six times, then go back to Shatt. The Fishing and Cooking dailies are also often close to Shatt. If you're planning on doing a TK instance, grab the Sunfury plans and go do that while you're waiting around (btw: does anyone know if these will drop inside a TK instance??)
2. Even if you do just the Survey, that's 9g. Do another daily of your choice and that's 20g. Depending on your sever, an un-cut gem will be around 40g. Add in a tip (which you can make by killing mobs to get the daily quest item) and you've got a new, blue-quality gem.
But if you're really feeling strapped for cash, do green-quality gems.
