I would say this is a purposeful farce on Blizzards part. This is not Arthas, but it's meant to look like him. If you would like to scrutinize this yourself, find a picture of the WotLK box art. Now compare the part of the splash picture that's 'between' the eyes to the helmet on the box art and you'll notice they are not the same.

I can't say what this IS, but it's NOT Arthas, IMHO.
