Offering this thing for free right now would be stupid. They'd be flooded with requests, since it's FREE. It would take a massive shipping effort to get mail them out in timely fashion without pissing people off, and another massive effort to handle all the support problems. In the end they'd have far more people upset at them for the problems then people happy with them for sending it for free.
This way Bliz will limit then number of people buying it at first, since a lot of people won't want to pay for something optional. They'll probably offer it at retail stores in a couple of months, and get another rush there. Then when WotLK comes out they'll get the rest of the players.
