A simple cure to the twinking problem would be to make it so that every player who hasn't earned a reasonable amount of experience for time played at that level get placed in a different tier of playing the same battleground or a seperate battlegroup or something. So they only end up doing bg with other twinks, and the non twinks get to have a ballanced battleground.
