My main was actually rolled as an intended 19 twink. I'd gotten lucky with a couple of nice world BoE drops and thought "man, I should make a twink".
Four WSG later, I ran out to level to 20 and beyond.
I don't look at it as fair. You're taking a group with limited abilities and access to gear, then supplementing the gear. In a level bracket where 800hp is doing OK, there's not much fair about a player with 2500hp who can hit for 400+.

False, this gear has level requirements, Ie. lvl19. I'm wearing gear at my level dropped in instances at my level. Just as you are probably also wearing gear, at your level dropped from instances at your level. Go join a guild and ask to run BT in your questing greens. I mean would you yourself even try? If the answer is No, then again, why would you walk into a BG under geared and expect the fight to be fair? At ANY level?!?!?
2: At 70 3 blue geared guys can possibly take out one S3 geared guy :
This is a "fair" fight then? 3 v.1 ?? Again showing that everyone will take an advantage when it's given to them, But working for one apparently is not "fair". I mean that guy in S3, in order to take on multiple geared players did "nothing" apparently to earn that ability.
That and, if it's so easy, and un-skilled, then why not do it? Because of some perceived notion you have about "Fair play" and "even fights" when no where at any point in this game are the fights not based on gear as a progression and better gear = better results.
As I said in the post, I'm not saying WoW PvP is the penultimate in PvP, frankly I think it rather stinks, but if this is what you must do to get by without losing (which we've established is not fun) and it's this simple, then I'm going to do it.

Actually, gear that requires level 19 drops in instances that are significantly above level 19, usually requiring the aid of a much higher level to obtain.

As soon as you can prove that you got that lv19 gear without tagging along with your over-level buddies or purchasing from the AH with far more gold than the average level 19 player ...
Take Nethercleft armor patch. Yes, you can put this on twink pants. Lets say you get a pair of Dark Leather Pants. Those pants are totally possible for a
