What makes people certain that it'll happen at 12:01a?

I'm assuming this is based on what's happened in the past? Did BC beta start in this way?

dunno when my tbc beta came, sat in my inbox for 3 weeks before i realised what it was. then i gave it too my uncle cause i wanted to be surprised. this beta if i get will be played by me.
