I really think some HoT action is what Holy Pallies need. Nothing nearly as strong as what a druid has, or even a priest's renew, but something.

Perhaps making seal of light's heal proc have a (very) small HoT component after its initial heal, and let it proc off of heals onto the target you're healing. Also, a talent that causes heal crits to heal an additional 5% over 3 secs could help. Neither of these would make HoTs a really large part of pally healing, but would definitely help...just a thought.
