I agree to #2. I liked your previous column and fairly thoroughly agree with it. Frostfire Bolt (Brain Bolt) looks appealing, but everything looks very out in the open.

As-is, Fireball seems like a better raiding spell, but we will have to see about the new elementalist builds that will be out there. For PvP, I doubt it'll be used at all. Sure, more than fireball (and probably frostbolt), but we all know Mages aren't supposed to stand still and cast in PvP.
