I'm not sure what level Frostfire Bolt is supposed to crop up at, but assuming it's post level 70 there is one other habit Blizzard have which may bring hope.

I noticed they variously give you spells (usually defensive, but not always) which get totally replaced by a later spell making you wonder why they didn't just scale things up. Frost Armor and Ice Armor are a good example.

It could be that Frostfire Bolt is actually designed to replace Firebolt and Frostbolt. It could also be that both it had the talent tree are going to get a bit of a revamp before they go live to make that happen.

I'm generally not that optimistic. I also generally refuse to get pessimistic months before something gets released.
