They're working hard, yes, but there's no indication that they're mistreated or treated like slaves. Broken have limited roles, and manual labor is probably one of them. As well, while that one section is handled by Broken Miners, there are Draenei Miners working in other parts of the ship as well. There's no evidence that the Draenei enslave or treat them horribly, they're just cut off from everything the Draenei know, until recently. Think how nervous some West Germans were about reintegrating East Germans, who had lived under communism for 2 and a half generations. Then add that all East Germans would have to be horribly mutated.
The Draenei and Broken have only worked on reconciling a few years in game. In time, things will improve, I think for the Draenei/Broken alliance. and of course, there's always the chance that they'll find a way to Unbreak the Broken.
