Hunters on occasion *are* casters:

Healing Pets, Casting Hunters Mark, Assuming Aspects, Conjuring Traps out of thin air (to name a few).

There are plenty of things hunters do other than shoot. There have been plenty of discussions on using a different mechanic for how Hunters operate, and some interesting suggestions. I doubt it will ever change.

Oh, and please don't compare WoW classes to LoTR movie characters.... it's just silly.
