I always loved that goblin statue in Booty Bay. I don't think it is anyone specific, it's just a generic welcoming statement by the merchants there.

"Welcome, friends! Enjoy yourselves! Buy all you want! And fear not, for we are *completely* *trustworthy*."

Probably works better if you hear it in a Ferengi voice.
