No, you aren't understanding correctly, they're for anyone who uses a spellbook; every character will have a Glyphs interface tab added to their spellbook pane.

What I meant was that all the inscriptions I read about were only for enhancing (or tweaking) spells, not physical damages skills/abilities/whatever.

Can you feel the difference ?
