Keep in mind, it's not like enchanting, where a certain item (or spell in this case) is required to level up. Everything that is crafted by a scribe is just that...an item. And the main items to buff up a spell is called a glyph. So yes, to level up higher, you'll just have to make more glyphs. If they're real low level and you couldn't care less about them, AH them, vendor them, scrap them, whatever.
And yes, Joker, I think you're right. People are so worried about scribes' abilities not being used after people find their glyph "nitch" at level 20. :p I think you're right, where certain glyphs will become "obsolete" after the spell reaches a certain rank.
