The Art of War talent isn't actually bugged at the moment - the current reports of 20k+ Judgements is due to the various multiplicative bonus which are valid currently, specifically Stun + Art of War + talents = x8 damage on a JoC crit. So, it can't be fixed since it's not a bug but I suspect we'll see a limit (x4 or x6) on the amount of multiplicative bonuses that can stack for JoC crits.
