I don't really understand what you mean by OP (tanking is one part of the game where I wouldn't mind a bit of overpowered-ness), but I guess you must mean that it shafts warriors and pallies, who can't dps while prot-specced, even in pure dps gear. Keep in mind that we haven't seen definitively what kinds of changes are coming for those specs in terms of itemization or basic game mechanics, and the current talents aren't final, either, so don't go writing them off just yet.
