I'd like to point out some contexts, the DK looks scary as hell in the plaguelands, but let's also consider the fact that the plaguelands are a couple of Xpacs ago, when we got our BC talents we were rocking areas that before were a lot tougher. It's also worth considering that the other classes are all getting some interesting boosts in power (excepting mage but that's about par for the course)

living bomb - now mages can do 2 aoes at once, for extra aoe power.
that frost stun - speaks for itself against ranged where freeze might not have been much help in the past. imagine coutnerspelling a lock/shadowpriest, then stunning them....
instant damage for 2k crit in arcane tree

Living bomb is close range, mages are squishy, generally speaking close range is not where you want to be, not to mention that it will probably be closer to a suicide spell than anything else.
The frost capstone looks nice until you realize you're only stunning that which is already frozen IE you're disabling someone who is already disabled, there might be some uses for it but I'm not very impressed compared to other class capstones.
The arcane one has potential, but the issue I have with arcane in general is that it tends to create burnout mages.
