World in Flames is actually incredibly bad. It does not increase the AoE damage cap according to beta testers, which means it does absolutely nothing.
Burnout could possibly be decent if the mana regen model for WotLK is in better shape than the current "get a shadow priest or go home" mentality. Obviously this all depends on how much the rest of the fire tree is buffed, because as-is, Frostfire Bolt is THE spec. Fire is really not even close in DPS or efficiency.
I'm holding out hope that the whole upper half of the tree will be reworked, because Burnout is the only talent that isn't entirely useless. Even then, Burnout is pretty bad when you compare it to Spell Power (double the crit damage bonus for 40% of the points lower in the tree).
