Yet more beta changes to Mages

As has become customary, a new build of the beta has rendered a lot of the Mage class changes I reported earlier today moot. Much of it is still relevant, but the new build has introduced some very substantial new talent re-workings. Blizzard continues to make good on their promise to "polish" the Mage class, and the results continue to be both good and bad, but always intriguing.
A full list of the newest changes and my thoughts on some of them follow after the jump.
Some of these are things we already knew about, but most are entirely new. Here's the list in full:
- Arcane Fortitude moved to tier 2, increased to 3 ranks, now increases armor equal to 50/100/150% of Intellect.
- Arcane Subtlety now reduces the chance your spells will be dispelled by 15/35%, and no longer reduces the resistance of targets.
- Arctic Reach now also affects Deep Freeze.
- Blast Wave now knocks all affected targets back.
- Elemental Precision moved to tier 2.
- Empowered Fireball reduced to 3 ranks, now increases damage by 5/10/15% of spell power.
- Empowered Frostbolt reduced to 2 ranks, increases damage by 5/10% of spell power and increases critical hit chance by 2/4%.
- Flame Throwing moved to tier 3.
- Frost Channeling now reduces mana cost of all spells by 4/7/10%.
- Frost Warding now increases armor and resistances of Frost/Ice Armor by 25/50%, now gives Frost Ward and Fire Ward a 15/30/5 chance to negate damage caused and restore mana equal to damage caused by the warded spell.
- Ice Floes renamed Cold as Ice, now reduces cooldown of Cold Snap, Ice Barrier, Summon Water Elemental, and Deep Freeze by 10/20%.
- Improved Counterspell now always silences the target for 2/4 seconds.
- Improved Fire Blast moved to tier 1, reduced to 2 ranks, reduces the cooldown by 1/2 seconds.
- Improved Flamestrike moved to tier 2, renamed World in Flames, now increases the critical hit chance of Flamestrike, Blast Wave, Dragon's Breath, Living Bomb, Blizzard, and Arcane Explosion by 2/4/6%.
- Improved Frost Nova renamed Ice Floes, moved to tier 1, increased to 3 ranks, now reduces cooldown of Frost Nova, Cone of Cold, Ice Block, and Icy Veins by 7/14/20%.
- Magic Absorption reduced to 2 ranks, increases resistances by .5/1 point per level, and restores 1/3% of total mana on a resist.
- Master of Elements now affects all spell criticals.
- Mind Mastery reduced to 3/6/9/12/15%.
- Molten Shields now gives Fire Ward and Frost Ward spells a 15/30% chance to reflect the warded spell.
- Prismatic Cloak (Arcane)increased to 3 ranks for 1/2/3% and now also reduces the fade time of Invisibility by 1/2 seconds.
- Pyroblast cast time has been reduced to 5 seconds.
- Shatter no longer has a prerequisite.cane
- Fiery Payback now reduces the cast time of Pyroblast by 1.8/3.5 seconds when below 35% health and also increases it's cooldown by 2.5/5 seconds.
- Mana cost on Arcane Barrage Rank 3 reduced from 610 to 592.
- Ice Floes is now a Tier 1 talent instead of Tier 6. The new description is: Reduces the cooldown of your Frost Nova, Cone of Cold, Ice Block and Icy Veins spells by 7%/14%/20%.
- Elemental Precision is now a Tier 2 talent instead of Tier 1. The new description is: Reduces the mana cost and chance targets resist your Frost and Fire spells by 1/2/3%. Before this patch it increased your chance to hit by 1/2/3%.
- Improved Frost Nova removed.
- Shatter no longer has Improved Frost Nova as prerequisite.
- New Talent: Cold as Ice: Reduces the cooldown of your Cold Snap, Ice Barrier, Deep Freeze and Summon Water Elemental spells by 10/20%. Requires 1 point in Cold Snap and 25 points in Frost Talents.
- Winter's Chill talent reworked. It is now a 3 point talent instead of 5 points and now gives your Frost damage spells a 33/66/100% chance to apply the Winter's Chill effect which increases the chance Arcane, Fire and Frost Spells will critically hit the target by 2% for 15 sec. Stacks up to 5 times.
- Shattered Barrier description changed to: Gives your Ice Barrier spell a 50/100% chance to freeze all enemies within 10 yds for 8 sec when it is destroyed.
The first thing that really jumps out at me here is the change to Fiery Payback, which makes it impossible to spam a 1.5 second Pyroblast at less than 35% health. The addition of a 5 second cooldown to the spell means it will have to be worked into a normal spell rotation, instead of being the rotation. This is likely a balancing issue, as the talent in its previous incarnation was probably considered over-powered.
Another major change to the previous build involves Prismatic Cloak. The last information we got was that it would reduce Invisibility's fade time to zero at max rank, making the effect instant. In the current build it appears that the reduction is to 1 second at best, meaning no "poof, I'm gone" for Mages. This saddens me, but I guess Blizzard is set on giving the spell at least some fade time, and one second is certainly better than five.
A lot of talents, such as Elemental Precision, Impact, and Flame Throwing, have moved around their trees, switching tiers and affecting all sorts of builds. No longer can you spend 3 points in the Frost tree and get a bunch of spell hit for your Fire and Frost spells. This is interesting, since the Arcane tree equivalent, Arcane Focus, is still in tier one.
There are quite a few changes to the Frost tree, which I'll be going over in depth in next week's Arcane Brilliance. Overall, the new changes seem to be organizational and balancing in nature, as if Blizzard is cleaning up after introducing so many new things to the mix over the past few weeks. I'm less than thrilled about many of the changes, but impressed at the attention our class continues to get. Here's hoping that when the polishing is finally done, we'll end up with a shiny new Mage class to play with.

do you even real the tooltips before posting a qq? Reread the tips for Prismatic Cloak and for Invisibility. Invisibility's tooltip says over 3 seconds, max rank Prismatic Cloak says reduces the fade time by 3 seconds. i don't know about you but in my world 3-3=0, thereby making it instant. if you are going to cry at least link stuff that prooves your point.

For some reason, I fail to see how he made a QQ post. About the only thing I felt he COULD be QQ'ing about might have been that he made a whole post that managed to get changed less then a day later. *Shrug* Dunno though.

i was referring specifcally about the prismatic cloak section. i withdraw my first reply though and see it was more of a poor choice to link previous info which makes it appear like Invisibility can be instant instead of what the current notes say.

This change is in the new build, but Wowhead doesn't always update everything in real time. The tooltips will change when Wowhead changes them. In the meantime, I figure linking you to an additional resource is better than not doing it at all.

The tooltips have not been updated yet. Due to the constantly changing nature of the talents/spells it would be impossible for Wowhead to perfectly coincide its updates to the new changes. Please refer to the actual beta patch notes before arguing about obselete information linked from a different website.
Anyway, sounds like some good changes. I personally think that the fiery payback in its current state is too gimmicky to be used in the game environment. "OH NOES your healz can has heal meh to 36%, now i won't go into insta-glass cannon death mode!!1" I think it should be more like a "Reduces health by 66%of your total health and reduces Pyroblast casting time by x amount for y seconds- z cooldown" Oh well, as the mage class continues to change dramatically, this is more than likely to change as well. At least the class is getting some attention.

I'm no super genius but to me over 3 seconds means more than 3 seconds, so its not really 3-3=0 then is it. Its more like 3(+A)-3=B.

Sadly, Volomon, no - you're not a super genius. In this case, "over" means (I quote the Oxford English Dictionary here) "from one point to another across an intervening space". In other words, Invisibility takes effect gradually, and it takes 3 seconds to get from casting to full effect.
Unlike adjectival "fun", this sense of "over" has been with us since Old English, and possibly before that.

3(+A)-3 actually is equal to exactly that, because as +A is undefined, and the layout of the sum suggests that it's 3 multiplied by A, then we have no way of knowing what 3A-3 is :P
Nitpicking is fun...apart from that, mages need more love.

Chris Anthony, your totally pulling that whole definition, not the Oxford one but your understanding of it out your rear end. Over has many definitions picking one does not substitute them all.
Most of them dealing with being above something in this case referencing the number being above the number 3. There nearly never implied meaning when using a word only the definition of its context when used.
Also yes I did notice 3-3+A=A but it was to late, oh well back to school I guess.

It's used exactly the same way as in DOT and HOT, except this refers to Fade (or Threat Reduction) Over Time. The meaning is perfectly clear when you read the tooltip.

Why wait for Arcane brilliance next week? Ask Mike to let you do another column because of the whole patch. I know all of this could change in the next week but could you please just give us non-beta people an idea to what this could actually affect our spell rotation. You added that pyroblast might actually make rotation but I find that odd and unwilling to belive in any way.
In arenas you'll never be below 35% longer than the 3-4 seconds it would take for an enemy to take you down or the healer to put you back around 80-100%, and the spell pushback would NEVER allow you to get the spell off before you died or it'd be interrupted.
In PvE a good healer would never let you get below 50% unless they A) want you to die because you did something stupid and have pulled aggro in which you won't live another hit or two to be able to get off the spell and B) they can't get to you and in which you're prolly going to die shortly because of our low survivability and the first thing to come to your mind is going to be hit the health pot or bandage not, "OH CATS PYROBLAST NOW!"
So could you pretty please fill me in and any others that might be wondering the same thing?

I suppose Fiery Payback might be of use in encounters where the boss does some sort of raid-wide damage or charges random players, causing damage without the necessity of pulling aggro.
Also, in PvP, one of my current tactics is to Dragon's Breath an enemy and then get off a scorch. Not many people even bother wasting a trinket CD on a 3-second effect, so I get an uninterrupted Scorch 95% of the time. Being able to get off a Pyroblast instead could be a life-saver if the fight is close and we're both at low health.
Having said that, I'm not happy with how situational this talent is. Blast Wave's knock-back was a step in the right direction and I'm hoping that similar buffs follow it.

Forget all this talk of using Fire in PVE, guys. The days of raiding Fire mages are well and truly over. Fire now gives you a whole bunch of gimmicks that will do nothing other than get you aggro and squished in a half second in PVE. On the other hand, Fire is now the lolspec of choice for PVP. That's not necessarily a bad thing, but if you want to raid, Deep Arcane is looking like it's going to be for winners.

meh arcane explosion does a nice amount of damage and never really pulls aggro as an arcane mage unless you're retarded. Arcane FTW!

And this is why I shelved my pre-BC mage at the beginning of the year. I didn't start a mage so I could contribute nothing but killing gimmick trash mobs. Unfortunately Blizzard failed to make Warlocks fulfil their original raid role (debuffer) and gave them ours instead.
