I'd agree with this statement. I don't see RP as a universe, really. It's more like a river. It flows and eddies, ripples caused by underlying features and the pulls and tides of the water itself. (That is, its players.) It sometimes swirls around one part of the river, and then it pulls back and swirls around another. Throughout the whole, the RP moves forward.
Good RPers know when to push themselves into the spotlight, and when to step back out of it. But it's a tough skill to master.
