A fully specced healer isn't going to be able to truly DPS even with these changes. A bored healer on a boss fight may be able to smack the boss a few times or maybe defend himself a bit better in PvP. Neither of those are going to be game breaking.
A fully specced DPS caster like a elemental shammy or boomkin will be able to toss a few heals out that are on par with other healers. But without being truly healing specced they won't be very efficient at it. In PvP it gives them a little added survivability though, once again not game breaking.
They have been calling druids and shamans hybrid classes for so long without us truly being hybrid that a change like this is more then highly warranted. Now we have the capability to fulfill our specced role and respectably assist in another aspect. Before we had to be fully specced in a certain role and thats all we could do was that one role. Thats not truly hybrid.
