Interesting point. It seems like being able to swap out glyphs any time you're out of combat definitely won't happen, but I could see some kind of way to change sets of glyphs. Maybe it could be like a free re-spec, where you go to an Inscription trainer and they let you move stuff around. Or maybe scribes could make little scrolls that allow you to get your glyphs back and put others in.
