An easier answer, IMO, would be to make potion mats cheaper. Felweed and Dreaming Glory, for example, for many potions potions that now require Netherbloom and Nightmare Vine. The problem isn't with potions, it's with the cost of raiding.
This is a general problem, but people should be expected to have some preparation for raids. The more you eliminate, sure raiding becomes more casual, but you ultimate dumb down the difficulty and encounter design to a point of bland. No one will do it because of inferior reward or, worse, because it's just not fun.
The cost of potions needs to come down, not the ability to use them. Ideas like having flasks available for Marks of the Illidari and Potions from Coilfang armaments need to continue forward, while removing some of the greater need on certain Herbs over others.
