It's not instant, it's a 15 second HoT. I would hope they'd either make it instant, or reduce the duration, or the cooldown, or make it scale somehow, because as it is, it's definitely on the weak side (at 80, anyway). But then again, it's a totally free thing that we didn't have before and we didn't sorely need, so it's hard to complain about it.
